Introduction

To celebrate the opening of the Central Library and Cultural Centre in Dún Laoghaire in Autumn 2014 Dún Laoghaire-Rathdown County Council invites applications from writers to create a new piece of work that references Dún Laoghaire-Rathdown and/or its inhabitants. This may take the form of any genre including literature, popular fiction, short stories, poetry, screen or script writing, children’s literature, young adult literature, factual writing and journalism. To apply writers must live in, work in, be originally from or have studied in Dún Laoghaire-Rathdown.

It is envisaged that a selection of writers will be commissioned to develop a piece of new work from the entries received while other writers will be invited by direct commission. All the commissioned work will be published in a pamphlet or broadsheet available from the Dún Laoghaire-Rathdown Library Service and online via the County Council website. The writers will also be required to give a brief reading of their work (together with some of the other selected writers) in the Central Library and Cultural Centre.
This project is a partnership between the Library Service and the Arts Office of Dún Laoghaire-Rathdown County Council.

Objectives

  • To create opportunities for the selected writers to develop their own work
  • To promote and celebrate the talent of writers from Dún Laoghaire-Rathdown
  • To create opportunities for the public to engage with writers
  • To celebrate the opening of the Central Library and Cultural Centre and the surrounding area of Dún Laoghaire-Rathdown

Requirements
The selected writers and a designated contact person within the Library and Arts Service will mutually agree upon the format of the work, length, general topic, etc in advance of work commencing.
Throughout the process of writing and editing the piece of work the writer must keep the contact person within the Library and Arts Service up to date with progress.
The selected writers must provide a completed piece of work ready for publication by the end of July 2014.
Upon completion Dún Laoghaire-Rathdown County Council will produce the first publication of the writing and be free to use it subsequently in publications and on its website for non-commercial interests.
The writer will retain copyright and may publish the work subsequently following its initial publication by Dún Laoghaire-Rathdown County Council. The Council must be acknowledged in all future publications.

Selection process
To apply writers should submit a proposal together with details of previous work to date as follows:

  • A typed curriculum vitae (maximum 3 pages);
  • Typed proposal outlining artistic ideas and approaches (no more than two typed pages); this should include an outline of the proposed piece of work;
  • Examples of previous work (maximum 3 samples);
  • Copies of publications, programmes or published articles, such as reviews (maximum 3 samples).

Please note: please submit four copies of the CV and proposal.

Please ensure that all submitted materials are clearly marked with the writer’s name. No materials will be returned following the selection process.

  • Artistic merit and distinctiveness of proposal
  • Quality of previous work
  • Suitability of the proposal
  • Perceived ability to fulfil the requirements

Budget information
The total budget for each writer is €900 (€800 for the writing of the work and €100 for the reading of the work).
This amount is to be fully inclusive of the writer’s fee (including VAT and any required insurance).
Non-VAT registered service providers may be liable for Professional Services Withholding Tax.
This fee will be paid in two equal instalments, one upon the signing of contracts and one following the publication and public reading of the work.

Freedom of Information
The provisions of the Freedom of Information Act 1997-2003 apply to Dun Laoghaire- Rathdown County Council. Applicants should state if any of the information supplied by them is confidential or sensitive and should not be disclosed to a request for information under the aforementioned Act. Applicants should state why they consider the information to be confidential or commercially sensitive.
